Autonomous budget to be introduced in district of Akmola rgn since 2018

Since 2018 in Akmola region, an autonomous budget will be implemented in 69 settlements with a population of more than 2,000 people, from 2020 in the remaining 177 administrative units. It was announced by Governor of the region Malik Murzalin at the republican forum of rural Governors in Kokshetau.

"A lot of work has been done to prepare the districts of the region for the transition to an autonomous budget. The Governors are fully equipped with uninterrupted high-speed Internet, work is being carried out to provide rural Governors with modern computer equipment. In order to improve the quality of the staff of local self-government bodies, 160 people were trained in the centers for improving the qualification of civil servants. These are Governors of rural districts, specialists of Governors’ staff, as well as employees of district departments of economy and finance", M. Murzalin noted.

According to Governor of the Kosshy settlement of the Tselinograd district D.Kaliyev, the introduction of an autonomous budget of local self-government is timely. Solving issues of local importance with the participation of the population itself will improve the life of the villagers.

"We, Governors of rural districts, are interested in timely registration and re-registration of each establishment on the territory of the rural district. The work is also carried out to eradicate the facts of entrepreneurial activity without registering in the tax service body. Owing to the autonomous budget, we will receive real finances to improve the living conditions of taxpayers in our district. Last year, in consultation with members of the local community, we sent funds from a cash checking account for the installation of traffic lights at 3 intersections, the current repair of inland roads. This year, from the district budget, the local authorities received over 16 million tenge from transfers, which were used to pay for lighting streets in populated areas, installing LED lamps and replacing street lamps, removing damaged cables, and repairing the contents of automobile roads of the rural district", D. Kaliyev said.

At the end of the forum, the participants held training seminars on the topics "Planning and execution of the budget of local self-government", "Management of communal property of LSG".

It should be noted that Head of State N.Nazarbayev in his Address to the People of Kazakhstan "Social and Economic Modernization - the Main Vector of Kazakhstan's Development" stressed the need for the development of local self-government, the expansion of citizens' participation in solving all issues of local importance. And the current forum has become a dialogue platform between representatives of authorized state bodies and direct participants in the process - Governors of rural districts.

We remind that at the republican forum of rural Governor’s Offices in Kokshetau the introduction of an autonomous budget and municipal property of local government was discussed. The forum gathered 220 Mayors and Governors of cities of regional importance, villages, rural districts of Akmola, Karaganda, Kostanay and North Kazakhstan regions.
