Primary care should be as close to people as possible - President of Kazakhstan

The Head of State, who continues his working trip to Aktobe, has visited a local medical center. The President was informed about the experience of creating a medical cluster and the prospects for applying the cluster approach in the regional health care on the example of Aktobe region.

Addressing the participants of the International Scientific and Practical Conference “Protecting public health: politics, science, education, practice of primary health care”, Kassym-Jomart Tokayev called the health of the nation the main wealth of our state.

“Aktobe Medical Center, established on the instructions of Yelbasy, makes a significant contribution to the development of the national medical industry. Today, residents of the region can receive here quality services in the sphere of neurosurgery, pediatric cardiology, transplantology. All areas should strive for this level. There is an appropriate potential for this”, the President said.

The Head of State noted the positive dynamics of the medical and demographic situation in the country: over the years of Independence, the population of Kazakhstan increased by 2 million people, and the life expectancy increased by 6 years.

“The infrastructure has been updated significantly. 219 new hospitals, about 1,200 modern polyclinics and outpatient facilities were built. We have introduced the Unified National Healthcare System. Today the republican clinics carry out complicated medical operations, which previously were done only abroad”, Kassym-Jomart Tokayev stated.

The President of Kazakhstan elaborated on measures to further modernize the healthcare infrastructure, improve the quality of medical services and medicines, increase their availability, develop domestic medical science, and also digitize the industry.

“Primary care should be as close to people as possible. Quality medical services should be available to all citizens in full regardless of their place of residence. In addition, in the coming years, it is necessary to increase spending on the public healthcare service and primary healthcare to 60% of the total funding of the industry. As a result, until 2025, spending on prevention will reach the level of OECD countries”, the Head of State said.

Kassym-Jomart Tokayev informed that in 2019-2021 about 120 billion tenge will be allocated for the construction of 10 medical facilities in seven regions. Over the next three to five years, it is necessary to fully resolve the issues of material and transport support of domestic medicine, including rural.

“The tasks on increase of the availability and quality of medical care cannot be achieved without solving the problem of raising the status and prestige of the medical profession. From June 1, 2019, wages will be increased up to 30% to certain categories of public sector workers, including doctors. It is necessary to strengthen the requirements for medical universities and colleges for the quality of training, not only the theoretical base is important, but also practical skills. Therefore, it is necessary to transfer part of regional clinics to medical universities. Major cities Nur-Sultan, Almaty and Shymkent should become centers for high-tech medicine”, the President of Kazakhstan believed.

In conclusion, the Head of State wished success and fruitful discussion to the conference participants.

As part of the working visit, President of Kazakhstan, Kassym-Jomart Tokayev, familiarized with the activities of the Aktobe Industrial Zone.

The Head of State was informed about the construction of the Zerde-Ceramics Aktobe LLP plant for the production of porcelain and ceramic tiles. The total cost of this investment project is 9.2 billion tenge.

The President of Kazakhstan was also informed about the implementation of the State program of industrial and innovative development, industrial modernization and the development of small and medium-sized business. Kassym-Jomart Tokayev also heard information on the activities of large industrial facilities in the region, including the oil-producing company “CNPC-AktobeMunaiGas” JSC and the enterprise for the construction of wind power plants “ARM WIND” LLP.

Addressing the CEOs, the Head of State paid attention to the need for an annual increase in the remuneration of workers, an increase in the share of local content in the goods and services purchased. The President stressed the importance of creating a belt around large enterprises for the development of small and medium-sized business.

Following the visit, Kassym-Jomart Tokayev instructed the regional authorities to take comprehensive measures to further attract investments to the region.

The President of Kazakhstan also visited Aktobe Ferroalloy Plant “TNC Kazchrome” JSC, where he got acquainted with the technological process and production indicators of one of the flagships of the country's metallurgy.

In addition, the President was presented the “Popular Control” project, in which people with disabilities are involved in ensuring compliance with safety and labor protection at an industrial enterprise.

Kassym-Jomart Tokayev emphasized the social component of the project and highly appreciated the results of its implementation, and also instructed to make more use of this experience.

“We will support this initiative, this work is very useful and necessary, because the production is associated with injuries. The project is important, it ensures the social involvement of workers. I wish you well-being and health”, the Head of State said.

The President also visited the “Zhekpe-zhek” martial arts palace, where he examined gymnastic, training and fitness halls of the sports complex designed for holding international boxing, wrestling, judo and other martial arts competitions.

In conversation with the renowned athletes, the President of Kazakhstan thanked them for their achievements and stressed that the state will always provide full support to the sport.
